A.	これはW3CのXSL-FO仕様の勧告どおりの動作となります。ページ内にその段落（`fo:block`）が収まりきらなかった場合に、最低何行から次ページに送るかを設定をする「`widows`プロパティ」というものがあります。その初期値が"2"であるために、1行分だけページ内に収まりきらない場合でも、2行送られて組版されます。詳しくは以下の仕様をご確認ください。 7.19.7 "widows" ...
