これはできません。
list-blockの位置はW3CのXSL-FO仕様の勧告の6.8 Formatting Objects for Lists に記述されているように、indentで決定されますので、list-blockにtext-alignの指定はできません。
そして text-align は、CSS2仕様の 16.2 Alignment: the 'text-align' property に、'This property describes how inline content of a block is aligned. 'と記述されています。
したがって、含まれたblocklevel objectの整列をするものではありません。
例えば、

<fo:block text-align="center">
<fo:list-block>…

と、指定しても、text-alignが適用されるのは、list-item-labelとlist-item-bodyの中のinline contentsになります。
